In 1967, Mrs. Betty Foran became the first Coordinator of Library Services for the Columbia Public School System. At this time, the Central Film Library became a part of library services. She served as director until 1983. |
During the 1960s, audiovisual collections in school libraries expanded rapidly. The district's Central Film Library circulated films to all district schools. |

Educational television also expanded rapidly beginning in the 60s. South Carolina ETV produced and broadcast educational programming. Dreher High School was one of the first schools to utilize this new media. |
During the 1950s and 60s, District One built many new schools. All of the schools built during this time period had library facilities. Most of the schools also had trained librarians. |
