South Carolina State College, established in 1895, represented the states's recognition of the need for a public-supported institution of higher education for Blacks.

The first library at South Carolina State College in Orangeburg was housed originally in Morrill Hall, but was moved to White Hall following a fire.

Later, the library moved to the newly completed academic buliding, Wilkinson Hall.

In Wilkinson Hall, the library occupied two floors. This building also housed the office of the president as well as classrooms.

It would be many years before South Carolina State College had its own separate library facility.
