  DESCRIPTION:  In 1789, Congress established the Attorney     
   Generalship and imposed on it the duty to render            
   opinions requested by the president and department          
   heads.  At this time, opinions were confidential            
   and accessed only by Presidential order.  In 1841,          
   by resolution of the House of Representatives,              
   Congress called for and published in its records            
   the opinions of the Attorneys General rendered              
   since 1789. In 1850, a second resolution by the             
   House called for the publication of opinions                
   rendered after 1841.  This resulted in a                    
   governmental publication of 2 volumes containing            
   opinions from 1589 - 1851 and a private printing of         
   5 volumes.  Subsequently, private printers                  
   published 3 additional volumes of opinions which            
   covered the years 1853 - 1857.  Congress authorized         
   4 more volumes in 1865 which published opinions             
   through 1868. Congress enacted permanent                    
   legislation for the publication of opinions  as             
   part of the Act of 1870 establishing the Department         
   of Justice, designating the GPO as the sole                 
   printer.
   From 1850 to 1974, the number of published opinions         
   gradually declined.  In 1850, nearly all Attorney           
   General opinions were published.  By 1974, only 13          
   out of 200 opinions were published each year.

USES: Of great value in legal research; often used and
accepted in court cases where opinions are needed to help
interpret current law.

the crimes surveyed in these reports.
